Cellulose toiletpapier wordt gemaakt van cellulosevezels. Cellulose is een natuurlijke vezel die voorkomt in celwanden van planten, met name in houtpulp en katoen. Het toiletpapier wordt geproduceerd door houtpulp of andere cellulosebronnen te verwerken en te bleken tot een zachte, plusvrije papiervezel. Deze vezels worden vervolgens tot rollen toiletpapier verwerkt.
